Best Practices
Lottery Transfer Basics for Sellers

If you’re selling a business that offers Oregon Lottery products, please contact Retail Contracts as soon as a buyer is identified. The buyer must complete several steps before the Lottery can approve the changeover. Knowing the process helps prevent delays.
- Applications The buyer should submit their OLCC license application and Lottery application at the same time. The OLCC will not issue a license until the seller, buyer, OLCC, and Lottery all agree on a possession date, so keeping that date flexible is important.
- Lottery Timelines Temporary contract decisions take up to 4 weeks, and regular contracts are approved 90-120 days after possession.
- Choosing the Date To avoid downtime, schedule possession change for Monday through Thursday. If the change happens on a Friday, weekend, or right before a holiday, Lottery equipment may stay off longer than the usual 24 hours.
- Before Possession If you sell Scratch-its, we recommend selling down your inventory, and your Account Manager must collect all remaining product. The buyer must complete all Lottery retailer training.
- On Possession Day By 3 pm, the buyer must submit all required executed documents – Bill of Sale, Purchase Agreement, Lease (if applicable), OLCC license effective that day, workers’ compensation insurance, and any additional Lottery-required forms. Missing the deadline may delay equipment activation.
- After Possession: The business must remain open under the temporary contract. After the regular contract is approved, a brief closure up to 5 days is allowed. Longer closures (30+ days) require regular contract approval and a contract pause request.
Why Video Surveillance Matters for Retailers
Lottery security requests video from retailers to help resolve situations quickly and protect both businesses and players. Footage is often needed when a player makes a false accusation, reports a stolen ticket, claims a Scratch-it was validated but not paid, says ticket was damaged during validation, or attempts to claim a prize from a ticket purchased in violation of HB3115*. Surveillance video is also helpful when tickets show multiple signatures.
Having cameras at key locations such as the point of sale and video play areas allow issues to be investigated accurately and efficiently. Retailers are required to provide requested footage as part of their Lottery contract. To make problem-solving easier, it’s best to keep video for at least 90 days and ensure someone on staff knows how to access and save recordings. Good video practices help protect your business, support players, and maintain Lottery integrity.
Know the Rules: Bingo-Style Games
Oregon State Police Detectives in Lottery Security often hear from retailers with questions about bingo-style activities in bars and lounges. Oregon law (ORS 167.117) defines bingo or lotto as games using numbered cards, randomly drawn numbers, and set winning patterns.
A contest becomes one of chance when chance significantly affects the outcome. Gambling only occurs when three elements are present: a person risks something of value, the outcome is based on chance, and a prize of value is expected. - House Bill HB 3115 Reminder: A new law took effect last September that prohibits the purchase or sale of a winning lottery ticket. The prize claim asks if a ticket was bought or sold in violation of the law, and, if so, Lottery will deny prize payment and confiscate the ticket. Remember that retailers are prohibited from facilitating the sale of a winning ticket or cash slip. The law also allows prize winners to remain anonymous.
News and Updates
Optimized Ordering
Order Wizard is now placing all Scratch-it orders statewide, and supplemental orders are no longer being created. Order Wizard uses your store’s assigned planogram to determine how many and what games to send, so it’s important to follow your assigned planogram. If you need help, your Account manager can provide a Scratch-is Order Wizard Guide showing exactly what your store is set to receive.

Merchandising Matters
At the Oregon Lottery, we’re committed to supporting our retail partners with tools that help grow your business. One of the most visible ways we do this is by providing Lottery signage and merchandising at no cost to you. From interior point-of-sale displays to exterior powered signs, these assets are designed to attract customers, boost engagement, and enhance your location’s overall look and feel.
Because these items play an important role in your success, we ask that they be properly cared for and kept in use. If a sign isn’t working, or it needs to be removed or relocated, your Lottery Account Manger is your first call. They’ll coordinate repairs, replacements, or adjustments so everything stays in top condition. Please remember: Lottery-provided signage should never be placed in the backroom or thrown away. System Upgrade
The Lottery has completed the iLink upgrade, replacing all legacy Sensys units with the new iLink Ultra across the retailer network. This work supports the continuing Lumen internet upgrade project.
Once retailers are transitioned to Lumen’s improved internet system, reliability and long-term support should occur Retailers will see faster cash slip validation, improved reporting, and more reliable VLT communication.
Meaningful Progress
Each year, the Oregon Lottery releases the Safer Play Data Impacts Report to show progress toward providing tools, information, and awareness for people affected by gambling. Retailers play a key role through their daily interactions with players, and this year’s results highlight the impact of that shared effort.
Highlights include:
- 4,426 Video Lottery retailer staff trained, averaging 2.2 per retailer
- 76% of Oregonians and 81% of Lottery players know Lottery funds support problem-gambling treatment
- Lottery advertising generated 2,308 helpline calls and 769 live chats
- The Oregon Lottery again achieved the World Lottery Association’s (WLA) highest Responsible Gambling/Safer Play certification

State Park Scratch-its Arrive June 9!
This is the fourth annual State Parks-themed Scratch-it that accompanies our annual State Parks marketing campaign. We know that many players appreciate that their lottery purchases support Oregon’s parks and community spaces and our exclusive State Parks Scratch-its remind them of that connection, creating a positive feel-good buying experience.
Lottery dollars from State Parks Scratch-its support Oregon just like all other Lottery products, helping fund a wide range of statewide programs and beneficiaries. This year’s marketing campaign, Discover Oregon State Parks Scratch-its, begins in June and is designed to drive players to your stores.
We expect customer interest to rise quickly, so make sure these tickets are activated and bins are stocked. For retailers, the combination of three appealing designs, a $5 price point, and a shared love for our state makes this an easy sell.
New Winner Claim Forms
You might have noticed updated winner claim forms for players claiming traditional prizes over $600 and Video Lottery prizes over $1,250.
The updates include removal of the yellow carbon copy, three HB3115-related questions, and revised Oregon Public Records Law language. Digital versions are available on our website in seven languages: English, Spanish, Korean, Russian, Simplified Chinese, Traditional Chinese, and Vietnamese for retailers to print or direct players to access.
Please encourage all staff to continue using what is on hand and your Account Manager will replenish inventory with new forms as needed.
