Rulemaking Planning Calendar
- August 2025: Lottery will begin the public process for rule changes needed to implement HB 3115, which was recently signed into law. HB 3115 prohibits the sale of winning Lottery tickets and makes the name and address of a prize winner confidential. Proposed rule changes will clarify that Lottery may deny prize claims when it has reason to believe a ticket was illegally purchased. Lottery will also update OAR 177-046-0130 to clarify that the name and address of a prize winner is confidential.
