Celebrating Oregon’s Historic Powerball Win!

A Portland man, his wife, and their friend are making history as winners of the $1.3 billion Powerball jackpot – the fourth largest in the game’s history. Cheng “Charlie” Saephan, 46, purchased the ticket for the April 6, 2024 drawing at the Plaid Pantry at 6060 NE Columbia Boulevard in Portland. His friend Laiza Chao, 55, of Milwaukie gave him $100 to buy tickets and split the prize with the Saephans.

Saephan said the prize will allow him and his family to live “worry free” in light of his cancer battle. In one photo, Powerball winner Cheng smiles at the camera, waving with one hand and holding a novelty check in the other. In a second photo below, three men in Plaid Pantry shirts stand smiling in a convenience store, holding a novelty oversized check.
“I want to offer my heartfelt congratulations to the Saephans and Ms. Chao on this historic win,” said Oregon Lottery Director Mike Wells. “Not only is the prize life-changing for the three of them and their families, it’s also a huge win for the state.”

“The energy and excitement we experienced from selling the winning ticket has been a big morale boost for the entire Plaid team,” said Plaid Pantry President and CEO Jonathan Polonsky. Oregon Lottery staff also surprised store customers at a celebration event on May 9 at the store by handing out free Scratch-its.
