Rule Change Reminder

Dear Valued Retailer, 
 
New rules took effect on January 1 that may affect you. 
 
Courier Rules: A new rule applies to Lottery retailers who work with a courier service. A courier service is a third-party business that buys Oregon Lottery tickets on behalf of customers who have placed an order with the courier. 
 
Under the rule, a retailer needs to notify Lottery within 14 days of contracting with a courier service. At that time, the retailer will need to agree to ensure the courier complies with the requirements of the rule, including limiting ticket sales to customers inside the state of Oregon at the time of purchase. 
 
If you work with a courier service and have not completed your paperwork, or if you plan to start working with a courier service in the future, please contact Retail Contracts at LotteryRetailContracts@Lottery.Oregon.Gov.

Bulk Ticket Purchases Ineligible for Prize Payment: A new rule prohibits bulk ticket purchases, defined as buying more than 50,000 tickets in the same Scratch-it ticket game or more than 3% of all possible number combinations in a single drawing. (For context, we estimate a 3% cap would allow purchases of roughly 8.7 million Powerball and Mega Millions tickets or about 368,000 number combinations or 184,000 tickets in Oregon’s Game Megabucks.)
 
Tickets purchased in violation of the rule are ineligible for prize payment. The rules are intended to prevent the bulk ticket scandals that have happened in other states.
