A Letter from the Director

December 22, 2025

Dear Oregon Lottery Retailer,

As we end 2025, I want to offer my gratitude for another successful year. The revenue from our products supports programs across the state that Oregonians care deeply about. Thanks to our continued partnerships, I’m also proud of the fairness and integrity we offer through our games and a shared commitment to responsible gaming.

I’d like to highlight some milestones that point to our success this year:

  • Lottery retailers across Oregon collectively earned $306 million in commissions this fiscal year (July 2024 to June 2025).
  • With your help, Oregon Lottery transferred $887 million to state beneficiaries.
  • Players earned prizes totaling nearly $16 billion for the fiscal year. Twelve players took home prizes worth $1 million or more.
  • Favorability toward the organization remains high, with 74% of Oregonians sharing a positive opinion of the Oregon Lottery. Lottery dollars funding good causes is a key driver of positive sentiment.

Five new video lottery games were added this year, including Beaver State Bonanza, which are proving to be some new favorites for our players. As promised, we’ve been replacing older Video Lottery Terminals (VLTs) with over 1,300 new Kascada and Sierra terminals. To further maximize player engagement, we added 100 VLTs to our highest-performing existing retail sites. Forty new video retailers are now offering our games in 2025.

You’ll hear more in the coming year about an exciting new draw game that will launch in 2026. I’m also pleased to share that you’ll see continued investment in technology that supports retailers. This includes an upgraded network connection, along with additional improvements we will provide at a later date.

Thank you for your continued partnership in making 2025 a great year and upholding our mission. I wish you a joyful holiday season and happy new year.

Mike Wells
