Oregon Lottery is proposing new rules about Lottery courier services.
Background
Courier services are third-party businesses that facilitate ticket orders through on line platforms or apps. They purchase physical tickets from Lottery retailers, send scanned images to customers, and retain the tickets until results are determined.
Courier services have operated in Oregon for more than a decade. Recently, the number of couriers operating in Oregon, specifically those selling internationally, has been on the rise.
Recent developments have prompted the Lottery to reevaluate its approach to courier services. These developments include legal and integrity concerns being raised by industry organizations, the media, and other U.S. and international lotteries, as well as regulatory changes enacted by other states.
Proposed Rules
To address legal and integrity concerns, Oregon Lottery is proposing new rules to prohibit Lottery retailers from working with couriers who facilitate ticket purchases beyond Oregon’s borders. Additionally, these amendments will introduce stringent integrity requirements for in-state only couriers, and mandate retailers to ensure compliance with these standards.
These rules will be discussed at the public meeting of the Oregon State Lottery Commission at 10 a.m. on Friday, July 25, 2025. You can watch a livestream of the meeting here.
