Guidance Regarding Use of Physical Barriers

Oregon Health Authority: VLT Barrier Recommendations 

  • Physical barriers may be any non-porous material that is easily cleaned (shower curtains, cardboard or other materials will not be permitted between VLTs).
  • OHA requires that the minimum size of the barriers is 36″ wide (from front of VLT) x 36″ tall.
  • The barrier does not need to go to the floor, but the base must be installed at minimum VLT button panel level and 1′ above head level of an average sitting position.
  • If the barrier is being held from a chain, the plexiglass barrier must be affixed/mounted and secured/anchored to wall or other permanent stationary fixture for stability. No floating barriers (meaning, a chain holding the frame in place from the ceiling) will be accepted.
    • There is a safety and health concern with having “floating” partitions as they can be easily pushed aside or give a false impression of being secured. People could easily fall against the non-secured partitions and become hurt.
  • Physical barriers must not interfere with the functionality of the VLT or interfere with opening and closing of VLT doors as this will cause issues when serviced by Lottery staff.
  • Reminder: One VLT physical barrier must be ADA compliant. See diagram below

As a reminder the following Governor’s office guideline are still in effect:

  • Video Lottery terminals in counties at “Extreme Risk” will remain disabled.
  • Require individuals to request VLT access from an employee before playing; an employee must then clean and disinfect the machine to allow play. A business must not allow access to VLTs or change VLTs without requesting access from an employee.
  • Consider a player at a VLT machine the same as a customer seated for table service.
  • Limit one player at or around a VLT.
  • Players seated at VLTs must wear face coverings unless consuming food or beverages.
  • Note: Oregon Lottery will not enable VLTs until the agency is satisfied that all conditions have been met.

Retailers who do not comply with the Governor’s guidelines may be contacted by Oregon Lottery Contracts Administration to implement the escalation process around compliance.
