Oregon State Employees Benefits


Your benefits package includes medical and dental insurance for you and your family. It also includes mandatory $5,000 life insurance coverage for you. These basic benefits are part of a cafeteria plan that meets IRS requirements, so they are paid with pre-tax dollars.

Currently the employer contribution fully covers the premium amount for full-time employees.

A subsidy is available for part-time employees who choose the part-time medical plan choices.

Basic Life Insurance
$5000 Basic Life payable upon death (excluding suicide). Coverage is mandatory for the employee at $1.10 per month.
Additional Life Insurance
Optional life insurance for you and your spouse or domestic partner is voluntary insurance.  You may select an amount from $20,000 to $400,000 in increments of $20,000.  Optional life insurance coverage will require completion of a Medical History Statement and approval from Standard Life Insurance Company.  Rates vary by age and coverage amount.
Accidental Death & Dismemberment
Accidental Death & Dismemberment insurance is for you and your spouse or domestic partner and your children. You may select an amount from $50,000 to $500,000 in increments of $50,000.  The AD&D plan provides 24-hour coverage for accidental death or loss of limb, hearing, speech, or sight.
Dependent Life Insurance
Dependent life insurance for your spouse or domestic partner and children is voluntary and covers your spouse or domestic partner and children for $5,000 each at $1.29 per month.
Disability Insurance

Short Term Disability:

  • 60 percent of weekly earnings paid for 90 days for off-the-job injuries, illness, or pregnancy.

Long Term Disability:

  • 60 percent pay after 90-day elimination period.
  • 60 percent pay after 180-day elimination period
  • 66 2/3 percent pay after 90-day elimination period.
  • 66 2/3 after 180-day elimination period.
Dependent Care Flexible Spending Account
Allows an employee to elect a monthly pre-tax dollar amount (up to $5,000 per year) and deposit in your dependent care FSA.  Expenses that qualify for reimbursement are expenses for the care and well-being of the employee's dependent child under the age of 13 or for a disabled dependent of any age.
Health Care Flexible Spending Account
Allows an employee to elect a monthly pre-tax dollar amount (up to $5,000 per year) and deposit in your healthcare FSA. You can use those untaxed dollars to reimburse yourself for eligible out-of pocket healthcare costs during the plan year in which you participate.

Vacation Leave
Full Time, Regular and Limited Duration employees receive the following vacation leave:
  • 1 through 5 yrs: 10.00 hrs/mo
  • 6 through 10 yrs: 11.34 hrs/mo
  • 11 through 15 yrs: 13.34 hrs/mo
  • 16 through 20 yrs: 15.34 hrs/mo
  • 20+ yrs: 17.34 hrs/mo
Sick Leave
Full Time, Regular and Limited Duration employees receive 8 hours per month sick leave.
Personal Leave
Full Time, Regular and Limited Duration employees annually receive 24 hours of personal leave. Personal leave is granted July 1 through June 30 of each year and is forfeited if not used. 
Paid Holidays
Nine holidays are recognized: New Year's Day, Martin Luther King's Birthday, Memorial Day, 4th of July, Labor Day, Veterans' Day, Thanksgiving and the following Friday, and Christmas Day, and other holidays as designated by the Governor.

Individual Account Program

In 2003, the 72nd Oregon Legislature established a new retirement plan for all public employees hired on or after August 29, 2003, called Oregon Public Service Retirement (OPSRP). Please follow this link to the Public Employees Retirement System website for further information.

Deferred Compensation
The Oregon Savings Growth Plan 457 deferred compensation plan allows voluntary contributions from $25 up to $15,500 maximum per year on a pretax basis. All employees are eligible to participate at any time. Once enrolled, the employee has complete access to account information and transactions 24 hours a day.

Long Term Care Insurance

Long Term Care
UnumProvident's Long Term Care Insurance pays benefits when you require substantial assistance with two out of six activities of daily living.  You can choose from 4 plan options and benefit duration periods of 3 year, 6 year, or unlimited. You can enroll for LTC insurance at any time during the year.  The coverage is subject to medical underwriting and completion of the Long Term Care Insurance application.
Eligibility
Includes: Self, spouse, domestic partner, parents/grandparents of the employee or the employee's spouse, domestic partner; adult siblings or adult children of the employee or the employee's spouse, domestic partner.

Other Benefits

Saving Bonds
Lottery employees may authorize the purchase of US Savings Bonds by payroll deduction. The bonds will be mailed directly to the employee. Bonds can be purchased as follows:  $100 bond for $50; $200 bond for $100; $500 bond for $250; and $1000 bond for $500.
Credit Unions
Two credit unions, the Oregon Employees Credit Union and the First Tech Credit Union are available to Lottery employees and their families. Direct deposit of pay to the credit unions is possible to share accounts or for the repayment of loans.
Direct Deposit
Lottery employees have the option to have monthly checks directly deposited in up to four fixed and one net savings or checking account.
Employee Assistance Program (EAP) Cascade Centers, Inc. provides three free confidential sessions with a counselor to help resolve issues such as family problems, substance abuse, adjusting to change, or stress. Additional services include listening library, legal consultation, ownership program and on-line educational tools to assist with your work life and health situations.
Parking
Free parking is available for all employees at the Lottery Building; however, alternate forms of transportation are encouraged. Special parking is provided for employee carpools.
